Md. Manjurul  Islam

Md. Manjurul Islam was born on October 1, 1978 in Jhalokati of Bangladesh. He is the eightth child of Md. Munsur Ali Sarder and Mst. Saleha Begum.
Md. Manjurul Islam is a Narcotics officer who joined as Assistant Director in the Department of Narcotics Control under Ministry of Home Affairs on 26 May, 2009. After joining in the Narcotics Control Department, he gained 13 years of experience in government service and continues to apply these experiences in the workplace.
Md. Manjurul Islam who assumed the charge of Deputy Director of Preventive Education, Research & Publication wing of DNC Headquarters on 1 February, 2022. He is responsible for implementing various programs of demand reduction strategy, conducting research works and publications of the DNC.
Prior to this working station, he was Deputy Director of Pabna District office, Dhaka Metropolitan Office (South) & Comilla Narcotics Control office. He performed additional duties of District office, Chandpur and Brahmanbaria as Deputy Director. He also worked in Dhaka Metropolitan office (North), Bogura Narcotics Control office and Rajshahi Intelligence as Assistant Director. While working in the various stations mentioned above, he was responsible for conducting operations & implementing Licensing activities for the control of Narcotics drugs, Precursor Chemicals and Psychotropic Substances. He was also responsible for implementing various programs of demand reduction and harm reduction strategy.
Md. Manjurul Islam also worked for two years in the Bangladesh Rural Development Board (BRDB) under Ministry of Local Government, Rural Development and Co-operatives as an Upazilla Rural Development officer between 2007 and 2009 before joining in the Department of Narcotics Control.
Md. Manjurul Islam has received professional training from various institutions in the country and abroad and has participated in various national and international conferences and seminars. He received training from National Academy of Customs, Indirect Taxes and Narcotics (NACIN) of India, Office of the Narcotics Control Board (ONCB) of Thailand, Supreme prosecutors’ Office (SPO), National Digital Forensic Center, National Defense Criminal Investigation Command (CIC), Southern District Detention Center of Korea, Malay University and Solace Asia of Malaysia and Institute of science and Forensic medicine of Singapore in various subjects. He also travelled several times to various countries including India, Thailand, Malaysia, Singapore and Korea on official work including attending workshops, meetings and seminars.
Md. Manjurul Islam was very talented in his student life. As a keen student, he has done graduation and post-graduation in Soil Science from National University. In addition to education, he used to perform stage plays in the Nineties and was an avid football player. He likes to read books, magazine and travel. In personal life, he got married with Irin Talukder in 2010. He is the father of three sons.

Duties and Responsibilities:

    • Informing people at all levels about the evils of drug abuse and eradicating the demand for narcotics within the country by implementing of various awareness programs including meetings, workshop, discussion meetings etc.
    • To create a workforce capable of preventing drug addiction among people through posters, leaflets, films and other media.
    • Collect statistics and conduct long term research on the extent and impact of drug addiction.
    • Informing people at all levels about the abuse and ill effects of drugs through educational publications.
    • Presenting the research findings to the public through various publications at home and abroad.
    • Formulating various polices to prevent drug abuse.
    • Organization of International conferences and seminars related to prevention education.
    • Coordinating with various International organizations related to prevention education, research and publication.
    • Regarding the implementation of Comprehensive Action Plan, Annual Performance Agreement, Election Manifesto of Government and expenditure of budget of the Preventive education, Research and publication wing of DNC
    • Production of Anti-Drug TV filler, Docudrama, Short film, Talk show etc; publication and promotion of advertisements.
    • To motivate people from all walks of live to participate in anti-drug activities and to notify in various newspapers and TV channels about the harmful effects of drug abuse.
    • Creating drug awareness at the field level through inculcating religious values, social media and internet based activities, distributing different items containing information on harmful effects of drugs and setting up LED billboards and kiosks at various important places.
    • Controlling, monitoring and supervising operations of drugs or precursors in legitimate industrial, scientific and medical purposes through a licensing system and to ensure the quality of controlled drugs that are used in Bangladesh and are exported around the world from Bangladesh.
    • Providing clearance for each consignment of import of precursors which is followed by assessment of requirement.
    • Conduct different training program regarding Precursor Chemicals and Anti-drug Campaign for the newly recruited officers and staffs.
    • Plan with Higher Authorities (Ministry & other concerned departments) for future techniques needs, delineate drug addiction in Bangladesh, and work on the expansion of quality monitoring network.

    • Carrying out the overall responsibility of the district offices as field level officers.
    • Mobilization of people at all levels to prevent drug abuse, extensive campaigning of prevention educational activities and involvement of people at all levels in the anti-drug movement
    • Implementation of measures taken by the Government for the treatment and rehabilitation of drug addicts
    • Inspecting all subordinate circle offices for supervising their activities, Warehouses, Distilleries, Pubs, domestic/foreign Liquor shops, Drug Dependence treatment center etc. under district office.
    • Issue of renewal of Narcotics licenses, permits under Narcotics Control Act, 2018 and the Rules, Orders thereunder.
    • Taking all necessary measures to prevent drug abuse and illegal drug trafficking
    • Carrying out responsibilities related filing of cases against offenders, prosecution and proper disposal of seized goods under the Narcotics Control Act, 2018.
    • Taking departmental action against licenses or permit holders for violation of Narcotics Control Act, 2018 and filing and prosecution of criminal cases if necessary.
    • Under the Narcotics Control Act, 2018, formulate plan to combat drug crimes, develop new strategies, recruit informers and conduct operations for the recovery of contraband drugs and the arrest of criminals.
